An Enugu based legal practitioner, Barrister Nzube Nwankwo, has filed a petitioned to the police Service Commission PSC, against a serving Chief Superintendent of police CSP, Chris Offor, of the Inspector General of police IGP monitoring unit, over his Alleged gross misconduct, Corruption, and intimidation of a witness in a murder investigation by the police officer.

The petition, addressed to the Chairman, (PSC), Deputy Inspector General of police DIG (Rtd), Hashimu Salihu Argungu, and made available to newsmen on Tuesday in Enugu, also accused the police officer of fratinazing with suspects in the said murder, with a view to obstructing justice in the matter.

Barrister Nwankwo, in the complaint document, equally accused CSP Offor of using one inspector Vivian Edeh of same monitoring unit to penetrate offices both in Abuja and Enugu to allegedly destabilise the matter.

The petition read: “We are Solicitors to Mrs. Augustina Agbaja Onuoha and Mr. Jonathan Azubuike Onuoha both of Aguneese Mmaku Autonomous Community, Awgu L.G.A, Enugu State, and we write to formally bring to the attention of the Commission a pattern of grave misconduct by CSP Chris Offor, Team Leader of the IGP Monitoring Unit, FHQ Abuja.

According to the lawyer, “Our clients are the mother and uncle respectively of late Nnamdi Chidi who was savagely attacked by Mr. Ifeanyi Okeke and others still at large on the 5th day of May, 2025 at Ezi-Ama, Agunese Mmaku, Awgu L.G.A of Enugu State.

“Late Nnamdi Chidi succumbed to the grievous bodily injuries sustained from the said attack on the 8th day of May, 2025.
.
“Preliminary investigations by the Awgu Divisional Police and the State Criminal Investigation Department, Enugu indicate that a prima facie case of murder and conspiracy to commit murder have been established against the duo of Mr. Ifeanyi Okeke and Mr. Emmanuel Uwa Okeke.

“Instead of honoring invitations by both the Awgu Divisional Police and the State Criminal Investigation Department, Enugu, the duo of Mr. Ifeanyi Okeke and Mr. Emmanuel Uwa Okeke, began a calculated attempt to truncate the murder investigation by setting the Police Force against itself via trumped up allegations against our clients and other perceived ‘enemies’, and forum shopping.

“Firstly, they misled the FCID Alagbon, Lagos State into arresting Mr. Jonathan Onuoha on trumped up charges of threat to life, criminal assault, orchestrated campaign of violence, cyber bullying and calumny.
.
“Secondly, they have now employed the services of CSP Chris Offor Team Leader of the IGP Monitoring Unit, FHQ Abuja to use another trumped up charge of criminal conversion of funds, threat to life, criminal intimidation, cyber bullying, invasion of privacy, and arson, to truncate the said murder investigation.

“In satisfaction of his ‘employers’ and in a bid to justify the payments he has received, CSP Chris Offor has been relentless in his efforts to take over the murder investigation and ensure that our clients do not get justice for the gruesome murder of their family member.
.
On the issue of misconduct Warranting PSC Intervention, the lawyer stated that “acts of misconduct have been credibly established: direct interference with the Homicide Department of FCID in the murder investigation of Late Nnamdi Chidi.

“Attempts to coerce investigators into releasing the prime murder suspect, Mr. Ifeanyi Okeke, who was just recently arrested on the 30th day of November, 2025 after evading arrest for over 6 (six) months.

“Obstruction of justice in a homicide case — the gravest offence under the law. He pledged that that the said police officer has been fratanizing with suspects in Enugu on the 28th day of October 2025, alleging that receipt of gratification (based on suspect boasting and corroborating circumstances).

The Counsel further accused CSP Offor of “Deploying officers to attempt arrest of key prosecution witnesses, including our Clients, on 28th day of October 2025.

“Harassment and intimidation of same witnesses in Enugu and Mmaku town. Conduct prejudicial to discipline, bringing the Police Force into disrepute.

He stressed the need for PSC to urgently Act on the matter, pointing CSP Offor’s actions violate, the Police Act 2020, the Police Regulations on Professional Conduct, the Code of Conduct for Law Enforcement Officials Sections 98, 126 and 174 of the Criminal Code Chapter IV of the 1999 Constitution

“His continued presence in the team investigating any allegations against our clients and indeed in the Monitoring Unit poses a continuing threat to public confidence in policing, the murder investigation, the safety of our Clients, and the credibility of the Nigeria Police Force.

“We respectfully request the Commission to:Commence immediate disciplinary proceedings against CSP Chris Offor.

The petitioner equally seek his redeployment out of the Monitoring Unit pending determination. Invite our Clients to provide testimony and evidence of his misconduct.

The lawyer also urged the Commission to issue a directive restraining him from interfering in the ongoing homicide investigation. We trust that the Commission will exercise its constitutional oversight powers in the public interest.
